The Andhra University
The Andhra University’s register lists its officers from the start.1 Its first Chancellor was Viscount Goschen, the Governor, from 1926 to 1929.1 C. R. Reddy took office as the first Vice-Chancellor in April 1926.1 The Maharaja of Bobbili was the first Pro-Chancellor.1 The register gives Goschen an honorary doctorate of letters from the university.1
A Goschen Memorial Fund Committee later gave the university 8,700 rupees.5 It paid for two scholarships in memory of Lord Goschen, Governor from 1924 to 1929.5 See Schools and learning.
The Nellore cyclone, 1927
On 1 November 1927 a cyclone struck Nellore.6 The district gazetteer calls it the most destructive in recent years.6 Cholera followed, and relief committees were formed in the town and the taluks.2
The Governor, Lord Goschen, visited Nellore town on 10 November.2 The government sanctioned 20,000 rupees for relief, of which 14,000 were spent.2 The relief committee bought rice and sold it in the worst-hit places, and gave out medicines free to cholera patients.2 See Nellore and Famines and floods.
The Goschen scheme
The Nellore gazetteer also describes rural dispensaries “under what was called the ‘Goschen scheme’”.3 It began while Goschen was Governor.3 Under it, doctors in important villages, most of them practising ayurveda, were paid a subsidy to treat poor patients free.3
