నీలం సంజీవరెడ్డి

కాంగ్రెస్ నాయకుడు, ఆంధ్ర శాసనసభలో కాళహస్తి సభ్యుడు. ఆయన 1953 నుంచి 1956 వరకు కర్నూలులో ఆంధ్ర రాష్ట్ర ఉప ముఖ్యమంత్రి. 1956 ఫిబ్రవరిలో తెలంగాణతో విలీనం షరతులకు అంగీకరించిన ఆంధ్ర నాయకులలో ఆయన ఒకరు. 1956 నవంబర్ 1న ఆయన ఆంధ్రప్రదేశ్ మొదటి ముఖ్యమంత్రిగా ప్రమాణ స్వీకారం చేశారు. 1958లో కూడా ఆయన ముఖ్యమంత్రిగా ఉన్నారు.

నీలం సంజీవరెడ్డి కాంగ్రెస్ నాయకుడు, ఆంధ్ర శాసనసభ సభ్యుడు.12 ప్రభుత్వం కర్నూలులో కొలువైన ఆంధ్ర రాష్ట్రానికి ఆయన ఉప ముఖ్యమంత్రి.34 1956 నవంబర్ 1న ఆయన ఆంధ్రకు తెలంగాణను కలిపి ఏర్పరచిన ఆంధ్రప్రదేశ్ రాష్ట్రానికి మొదటి ముఖ్యమంత్రి అయ్యారు.56

అధికారిక రికార్డులు ఆయన పేరును ఎన్. సంజీవ రెడ్డి, ఎన్. సంజీవరెడ్డి వంటి చాలా రీతులలో రాస్తాయి.47

ఆంధ్ర రాష్ట్ర ఉప ముఖ్యమంత్రి, 1953–1956

1953 నవంబర్‌లో మొదటి ఆంధ్ర శాసనసభ కర్నూలులో సమావేశమైంది.1 దాని సభ్యుల జాబితా ఎన్. సంజీవ రెడ్డిని కాళహస్తి (ఇప్పటి శ్రీకాళహస్తి) సభ్యుడిగా చూపిస్తుంది.1

1953 నవంబర్ 30న రాష్ట్ర రాజధాని ఎక్కడ ఉండాలనే దానిపై శాసనసభ చర్చించింది.8 ఒక సవరణపై జరిగిన విభజన (లెక్కించిన ఓటు)లో, దానికి అనుకూలంగా ఓటు వేసినవారి జాబితాలో ముఖ్యమంత్రి టంగుటూరి ప్రకాశం తర్వాత ఆయన పేరు రెండవది.89 ఆ రోజు తర్వాత స్పీకర్ మరో సవరణను ఓటుకు పెట్టాలని నిర్ణయించారు.10 అప్పుడు సభాపతి పట్ల అగౌరవం లేకుండా, తాను, తన సహచరులు కార్యకలాపాలలో ఇక పాల్గొనబోమని సంజీవ రెడ్డి చెప్పారు.10 సవరించిన తీర్మానం వీగిపోయింది.10

1954 మార్చి 24న ఉప ముఖ్యమంత్రిగా ఆయన ప్రభుత్వ అధికారుల కోసం కర్నూలులో వేసిన గుడారాల గురించి ఒక ప్రశ్నకు జవాబిచ్చారు.4 ఆ గుడారాలకు మొత్తం రూ. 1,40,600 ఖర్చయిందని ఆయన శాసనసభకు చెప్పారు.4 రాజధాని కథ కర్నూలు పేజీలో ఉంది.

1954 నవంబర్ 1న, తన ఉప ముఖ్యమంత్రి సంజీవ రెడ్డి సభా నాయకుడిగా ఉంటారని, తన తరఫున జవాబు చెబుతారని ప్రకాశం శాసనసభకు చెప్పారు.11 రెండు వారాల తర్వాత, మంత్రివర్గంపై అవిశ్వాస తీర్మానం తర్వాత, గవర్నర్ రాష్ట్ర ప్రభుత్వాన్ని స్వాధీనం చేసుకున్నారు.12

1955 నవంబర్‌లో శాసనసభ రాష్ట్రాల పునర్వ్యవస్థీకరణ కమిషన్ నివేదికపై రెండు రోజులు చర్చించింది.13 రెండవ రోజు సంజీవ రెడ్డి తెలుగులో మాట్లాడారు.13 1956 ఏప్రిల్‌లో ఆయన ఇంకా ఉప ముఖ్యమంత్రిగా ఉండి, కర్నూలులోని శాసనసభ హాలులో సాగునీటి పనులపై ప్రశ్నలకు జవాబిచ్చారు.14

పెద్దమనుషుల ఒప్పందం, 1956 ఫిబ్రవరి

1956 ఫిబ్రవరి 20న ఆంధ్ర రాష్ట్ర, హైదరాబాద్ రాష్ట్ర నాయకులు న్యూఢిల్లీలోని హైదరాబాద్ అతిథి గృహంలో సమావేశమయ్యారు.15 ఆంధ్ర పక్షాన బి. గోపాలరెడ్డి, సంజీవ రెడ్డి, జి. లచ్చన్న, ఎ. సత్యనారాయణ రాజు ఉన్నారు.15 హైదరాబాద్ పక్షంలో బూర్గుల రామకృష్ణారావు ఉన్నారు.15 ఒకే రాష్ట్రంలో తెలంగాణకు రక్షణలపై వారు అంగీకరించారు. అది పెద్దమనుషుల ఒప్పందంగా ప్రసిద్ధి చెందింది.15

ఆంధ్రప్రదేశ్ మొదటి ముఖ్యమంత్రి, 1956

హైదరాబాద్ నగరం రాజధానిగా 1956 నవంబర్ 1న ఆంధ్రప్రదేశ్ ఏర్పడింది.6 ఆ రోజు సంజీవరెడ్డి హైదరాబాద్ రేడియో కేంద్రం నుంచి ప్రజలతో మాట్లాడారు.5 రాష్ట్ర ప్రభుత్వ తెలుగు పత్రిక ఆంధ్రప్రదేశ్ ఆయన ప్రసంగాన్ని పూర్తిగా ముద్రించింది.5

తాను, తన తోటి మంత్రులు ఆ ఉదయం ప్రమాణ స్వీకారం చేశామని ఆయన చెప్పారు.5 1953లో ఆంధ్ర రాష్ట్ర ఏర్పాటు తెలుగు ప్రజలందరి కోరికను నెరవేర్చలేదని, కానీ ఆంధ్రప్రదేశ్ దానిని నెరవేర్చిందని ఆయన చెప్పారు.5 ఆంధ్ర, తెలంగాణల విలీనాన్ని ఆయన మంజీరా నది గోదావరిలో కలవడంతో పోల్చారు.16

రెండు ప్రాంతాలలో ఇంకా వేర్వేరు పాలనా వ్యవస్థలు, నియమాలు, చట్టాలు ఉన్నాయని ఆయన చెప్పారు.16 కాలక్రమంలో అవి ఒకటి కావాలి. ఓర్పుతో పనిచేయమని ఆయన అధికారులను కోరారు.16 ఆ ప్రసంగంపై పత్రిక పాదసూచిక ఆయన రెండు వాగ్దానాలు చేశారని చెబుతుంది:5

  • తెలంగాణ ప్రాంతపు అల్పసంఖ్యాకులకు, ఉద్యోగులకు ఏ కష్టమూ కలగదు
  • విలీన షరతులపై నాయకులు చేసిన ఒప్పందాన్ని అక్షరాలా అమలు చేస్తారు5

అదే సంచిక మొదటి మంత్రివర్గాన్ని జాబితా చేస్తుంది.7 సంజీవరెడ్డి సాధారణ పరిపాలన, హోం, ప్రణాళిక, రవాణా, సమాచార శాఖలను నిలుపుకున్నారు.7 ఇతర మంత్రులలో కె. వి. రంగారెడ్డి (రెవెన్యూ), కళా వెంకటరావు (ఆర్థిక), జె. వి. నరసింగరావు (విద్యుత్తు, సాగునీరు) ఉన్నారు.7 ఆయన ప్రమాణ స్వీకారం చేస్తున్న ఫోటోను కూడా పత్రిక ముద్రించింది.17

ఆంధ్రప్రదేశ్ శాసనసభలో, 1956–1958

ఆంధ్రప్రదేశ్ శాసనసభ 1956 డిసెంబర్‌లో తన మొదటి సమావేశం జరిపింది.18 డిసెంబర్ 5న అది శాసన మండలి (రెండవ సభ)ని ఏర్పాటు చేసే తీర్మానంపై ఓటు వేసింది.19 దాని కోసం ముఖ్యమంత్రి ఇచ్చిన రెండు కారణాలను ఒక సభ్యుడు సంక్షిప్తంగా చెప్పారు:20

  • మండలి పండితులను, శాస్త్రవేత్తలను, ఇతర నిపుణులను శాసన వ్యవస్థలోకి తెస్తుంది
  • శాసనసభ హడావుడిగా చేసే చట్టాలపై అది అదుపుగా పనిచేస్తుంది20

ఆ తీర్మానం 189 ఓట్లకు 65 ఓట్లతో ఆమోదం పొందింది.19 ముఖ్యమంత్రిగా ఎన్. సంజీవ రెడ్డి దానికి అనుకూలంగా ఓటు వేశారు.21

1958 ఆగస్టు నాటి శాసనసభ పత్రాలు ఇంకా ఎన్. సంజీవరెడ్డిని ముఖ్యమంత్రిగా, కాళహస్తి సభ్యుడిగా చూపిస్తాయి.22 అప్పుడు ఆంధ్రప్రదేశ్ గవర్నర్ భీంసేన్ సచార్.22 అప్పుడు ముఖ్యమంత్రి సాధారణ పరిపాలన, శాంతిభద్రతలు, పరిశ్రమలు, ఇంకా చాలా శాఖలను నిలుపుకున్నారు.22
