విశాఖపట్నం (పాత జిల్లా)

పాత విశాఖపట్నం జిల్లా ఉమ్మడి ఆంధ్రప్రదేశ్‌లో, తూర్పు కనుమలకు సముద్రానికి మధ్య ఉండేది. విశాఖపట్నం రేవు నగరం, పాడేరు-అరకు ఏజెన్సీ కొండలు ఇందులో భాగాలు. పురాతన కళింగలో, గాంగ రాజ్యంలో భాగమైన ఈ ప్రాంతం 1682లో స్థాపించిన ఇంగ్లీషు వర్తక స్థావరం చుట్టూ ఎదిగింది. 1936లో కొండ తాలూకాలు ఒరిస్సాలో చేరాయి. 1950లో శ్రీకాకుళం నుంచి విడిపోయింది; 1979లో కొంత ప్రాంతం విజయనగరం జిల్లాలో చేరింది. రేవు, ఓడల కర్మాగారం, ఉక్కు కర్మాగారం దీన్ని పెద్ద పారిశ్రామిక కేంద్రంగా మార్చాయి. 2022లో ఈ ప్రాంతాన్ని విశాఖపట్నం, అనకాపల్లి, అల్లూరి సీతారామరాజు జిల్లాల మధ్య విభజించారు.

పాత విశాఖపట్నం జిల్లా ఉత్తరాంధ్ర తీరంలో, తూర్పు కనుమలకు, బంగాళాఖాతానికి మధ్య ఉండేది.1 దీని కేంద్రం విశాఖపట్నం రేవు.23 దీని కొండల్లో ఏజెన్సీ ప్రాంతం ఉండేది.23 2022లో ఆంధ్రప్రదేశ్ ప్రభుత్వం ఈ ప్రాంతాన్ని మూడు జిల్లాల మధ్య విభజించింది.4

తొలి చరిత్ర, రాజ్యాలు

చరిత్రపూర్వ సమాధులు కట్టినవారి ఆనవాళ్లు ఈ జిల్లాలో ఇంకా దొరకలేదని 1907 గెజిటీర్ చెబుతుంది.5 కళింగ ప్రసిద్ధ రాజ్యమని, అది బహుశా మహానది నుంచి గోదావరి వరకు విస్తరించి ఉండేదని అది అంటుంది.5 అశోకుడు జయించిన తర్వాతి సుదీర్ఘ కాలానికి సంబంధించిన చరిత్ర తెలియదు.56

విశాఖపట్నం నుంచి భీమునిపట్నం దారిలో సుమారు 15 కి.మీ. దూరంలో ఉన్న బావికొండలో పెద్ద బౌద్ధ ఆరామం ఉందని 2001 జనాభా లెక్కల హ్యాండ్‌బుక్ వివరిస్తుంది.7 1982–87 మధ్య అక్కడ జరిగిన తవ్వకాల్లో పెద్ద స్తూపం, మందిరాలు, ఒక శాతవాహన సీసపు నాణెం, మూడు రోమన్ వెండి నాణేలు బయటపడ్డాయి.7

తర్వాత కళింగ తూర్పు గాంగులు వచ్చారు.5 1078 నుంచి 72 ఏళ్లు పాలించిన అనంతవర్మ చోడగంగ కాలంలో ఆ వంశపు అధికారం అత్యున్నత స్థాయికి చేరింది.8 1089 నాటి ఆయన తమిళ శాసనం సింహాచలం గుడిలో ఉంది.8 సింహాచలం ఆలయం పేజీ చూడండి.

గాంగ వంశం బలహీనపడ్డాక ఒడిశా గజపతులు వారి స్థానంలోకి వచ్చారు.5 1515లో విజయనగర రాజు కృష్ణదేవరాయలు గజపతి రాజును ఓడించాడు.9 కానీ ఈ ప్రాంతంపై తన అధికారాన్ని నిలుపుకోలేదు.9 సుమారు 1568లో గోల్కొండ సుల్తాను దీన్ని స్వాధీనం చేసుకున్నాడు.9

గోల్కొండ, ఇంగ్లీషు స్థావరం

విశాఖపట్నంలో ఇంగ్లీషు స్థావరం 1682లో ఏర్పడిందని 1907 గెజిటీర్ చెబుతుంది.10 1711లో దాన్ని ముట్టడించారు.5 1727లో వాల్తేరును మొదటిసారి ఆక్రమించారు.5 1753లో దక్కన్ సుబేదారు ఉత్తర సర్కారులను ఫ్రెంచివారికి ఇచ్చాడు.5 1757లో ఆ స్థావరం ఫ్రెంచి సేనాని బుస్సీకి లొంగిపోయింది.5

1758లో ఫ్రెంచివారిపై దాడి చేయడానికి క్లైవ్ కల్నల్ ఫోర్డ్‌ను సముద్ర మార్గాన విశాఖపట్నానికి పంపాడు.11 ఫ్రెంచివారిని సర్కారుల నుంచి వెళ్లగొట్టారు.512 1765లో క్లైవ్ మొగల్ చక్రవర్తి నుంచి ఐదు ఉత్తర సర్కారులను పొందాడు.512 మొదట కొత్తగా లభించిన ప్రాంతాలను మచిలీపట్నం నుంచి పాలించారు.10 1769లో జాన్ ఆండ్రూస్‌ను జిల్లా మొదటి చీఫ్-ఇన్-కౌన్సిల్‌గా విశాఖపట్నానికి పంపారు.10

విజయనగరం రాజు, ఏజెన్సీ

1780 అక్టోబర్ 3న హైదర్ అలీతో పోరాడడానికి మద్రాసుకు ఓడల్లో వెళ్లమని ఆదేశించినప్పుడు విశాఖపట్నంలోని సిపాయిలు తిరగబడ్డారు.13 అదే సమయంలో విజయనగరం రాజు చాలా శక్తిమంతుడయ్యాడు; ఆయన చెల్లించాల్సిన బకాయిలు కూడా భారీగా పేరుకుపోయాయి.5 1794లో జిల్లా విడిచి వెళ్లమని ఆయనను ఆదేశించారు.14 ఆయన విజయనగరం, భీమునిపట్నం మధ్య ఉన్న పద్మనాభం దగ్గర శిబిరం వేశాడు.14 అక్కడ కల్నల్ ప్రెండర్‌గాస్ట్ ఆయనపై దాడి చేశాడు.15 ఆ యుద్ధంలో రాజు చనిపోయాడు.15 1907 గెజిటీర్ పద్మనాభాన్ని విజయనగరం రాజపుత్రుల “ఫ్లాడెన్” (ఘోర పరాజయం జరిగిన చోటు) అని పిలుస్తుంది.16

1802 శాశ్వత శిస్తు ఒప్పందం ఎస్టేట్ల శిస్తును ఖరారు చేసింది.517 కానీ దాని వల్ల చాలా ఇబ్బందులు వచ్చాయి.517 1833లో అల్లర్లను అణచడానికి జార్జ్ రసెల్ ప్రత్యేక కమిషనర్‌గా వచ్చాడు.18 తర్వాత 1839 నాటి 24వ చట్టం జిల్లాలోని ఎనిమిదింట ఏడు వంతుల ప్రాంతాన్ని అనేక సాధారణ చట్టాల పరిధి నుంచి మినహాయించింది.19 కలెక్టర్ “గవర్నర్ ఏజెంటు”గా దాన్ని నేరుగా పాలించాడు.19 అయినా కొండ ప్రజలు అప్పుడప్పుడు తిరగబడ్డారు.19 ఉదాహరణకు గొలుగొండ కొండల్లో 1845–48, 1857–58, 1879–80లలో అలా జరిగింది.19

1936–2014

1936లో కొత్త ఒరిస్సా రాష్ట్రం జైపూర్, కోరాపుట్, మల్కన్‌గిరి, నౌరంగ్‌పూర్, పొట్టంగి, రాయగడ అనే కొండ తాలూకాలను, మరికొన్నింటి భాగాలను తీసుకుంది.2 దానికి బదులుగా చికాకోల్ (ఇప్పటి శ్రీకాకుళం) సహా గంజాం జిల్లాలోని తెలుగు భాగాలు ఈ జిల్లాకు వచ్చాయి.2 విశాఖపట్నం మైదాన ప్రాంతంపై ఈ మార్పుల ప్రభావం పడలేదు.2

1950 నాటికి పెరిగిన జిల్లా పాలనకు చాలా పెద్దదని తేలింది.2 దాంతో ఉత్తర భాగాన్ని శ్రీకాకుళం జిల్లాగా, దక్షిణ భాగాన్ని విశాఖపట్నం జిల్లాగా విభజించారు.2 1953లో కొత్త ఆంధ్ర రాష్ట్రంలోని పదకొండు జిల్లాల్లో ఇది ఒకటి.20 1979లో దీనిలో కొంత భాగం కొత్త విజయనగరం జిల్లాకు వెళ్లింది.21

1981 జనాభా లెక్కల ప్రకారం ఆంధ్రప్రదేశ్‌లోని 23 జిల్లాల్లో విశాఖపట్నం ఒకటి.22 2001 నాటికి జిల్లాలో మూడు రెవెన్యూ డివిజన్లలో 43 మండలాలు ఉండేవి.2 2014 విభజన తర్వాత ఇది ఆంధ్రప్రదేశ్‌లోనే ఉంది.23

విభజన, 2022

2022 ఏప్రిల్ 4న ఈ ప్రాంతాన్ని మూడు జిల్లాల మధ్య విభజించారు:4

పాలన

2001లో జిల్లాలోని 43 మండలాలు మూడు రెవెన్యూ డివిజన్లలో ఉండేవి.1 కొండల ఏజెన్సీ విభాగంలో పాడేరు, అరకులోయ, చింతపల్లి, ముంచింగిపుట్టు వంటి మండలాలు ఉండేవి.1 రేవు ట్రస్టుకు, ఏజెన్సీకి జిల్లా పేరుపొందిందని 2001 హ్యాండ్‌బుక్ చెబుతుంది.3

భూమి, వ్యవసాయం, నీరు

శారద, వరాహ కూడా జిల్లాలోని ప్రధాన నదుల్లో ఉన్నాయి.1 డాల్ఫిన్స్ నోస్ అనే కొండ కొన రక్షణలో ఉన్న విశాఖపట్నం సహజ రేవు గురించి 2001 హ్యాండ్‌బుక్ పేర్కొంటుంది.1

చేతిపనులు, పరిశ్రమలు

జిల్లాలో పరిశ్రమలు బాగా పెరిగాయని 2001 హ్యాండ్‌బుక్ చెబుతుంది.24 1991లో ఏర్పడిన విశాఖపట్నం ఉక్కు కర్మాగారంలో సుమారు 17,500 మంది పని చేసేవారు.24 హిందుస్తాన్ పెట్రోలియం, హిందుస్తాన్ జింక్, హిందుస్తాన్ షిప్‌యార్డ్, భారత్ హెవీ ప్లేట్స్ అండ్ వెసెల్స్ వంటి పెద్ద సంస్థలు కూడా ఇక్కడ ఉన్నాయి.25 1999లో జిల్లాలో 12,304 చిన్న, అతి చిన్న పరిశ్రమలు కూడా ఉండేవి.25

2001 జనాభా లెక్కల హ్యాండ్‌బుక్‌లో, 2001 నాటి జిల్లా సరిహద్దుల ప్రకారం లెక్కించిన జనాభా వివరాలు 1901 నుంచి ఉన్నాయి.26 2011 జనాభా వివరాన్ని 2011 హ్యాండ్‌బుక్ నుంచి తీసుకున్నారు.27
